CITY OF WINCHESTER, VIRGINIA

SUBSTANTIAL AMENDMENT TO FY 2019 ANNUAL ACTION PLAN FOR

CARES ACT FUNDS CDBG-CV

 

UOverview

The Federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, P.L. 116-136, made available supplemental funding to entitlement communities through the Community Development Block Grant Program (CDBG). The purpose of the CDBG-CV program is to provide funds to eligible organizations to help prevent, prepare for, and respond to COVID- 19 through life-sustaining activities. Life sustaining-activities are those that provide essential services or resources to low to moderate income persons, such as providing food, shelter, and medical services.

 

UApplication Process

The City of Winchester is anticipating a CDBG-CV funding allocation of $315,815 from the

U.S. Department of Housing and Urban Development (HUD). To receive these funds, a Substantial Amendment to the FY 2019 Annual Action Plan is required for any newly funded activities, and usually a thirty (30) day public comment period is required however, HUD has waived this requirement provided that no less than five (5) days are provided for public comments on each substantial amendment. Additionally, the bill removes the requirement to hold in-person public hearings in order to comply with national and local social gather requirements and allows grantees to be reimbursed for COVID-19 response activities regardless of the date the costs were incurred.

 

URequirements

All eligible projects must help to prevent, prepare for, and respond to COVID-19 and must meet at least one of the three U.S. Department of Housing and Urban Development National Objectives as follows:

  1. Provide Decent Housing
  2. Must Address an Urgent Need
  3. Expand Economic Opportunities for Every American, Particularly for Low- and Moderate- Income Persons.

 


At least 70% of the funded activity participants must meet low- or moderate-income guidelines.

 

UProposed Eligible Uses

-          Provide Short-Term Subsistence Payments, no more than 3 consecutive months (utilities, rent, and/or mortgage)

-          Shelter Operations

-          Food Assistance Programs
